New Metrics for Long-term Monitoring and Evaluation of Public Sector Projects

The client seeks to analyze the monitoring and evaluation (M&E) framework for the public sector, specifically large scale energy projects within the international development domain, with a dual focus on: (i) delivering medium-to-long-term outcomes and impacts (5 years and longer) rather than metrics focused on measuring immediate outputs; and (ii) determining the analytical relationship between these metrics and the UN Millennium Development Goals (MDGs). 

The SIPA team has been tasked with analyzing approaches taken so far, comparing and contrasting this with the latest advances in M&E methodologies, and identifying opportunities for scalability and optimization. Moreover, the team has been asked to determine what public policy implications are appropriate for the recommended practices with respect to information security, privacy and reliability in support of electronic networking (i.e., to support social networking within government, business, and civil society), fiscal governance, workforce management (i.e., to seek and retain certain critical skill sets), and secondary impact upon other interrelated sectors.
